Animation Frame Rate v1.1

One day while doing a ton of animations for one of my projects, I realized something. Animations don't play at a one animation frame per game frame rate. A single animation frame actually exists for four frames. This is fine for most animations, but not if you have nice high detailed animations that require quick pixel by pixel movement. It just can not come out as smooth unless you had some way to make the animation play at a 1:1 frame rate. So that's where this script comes in, not only can you change the frame rate of an animation, but you can change it for each individual animation, from 1:1 to 1:100, though that would be pretty slow. Additional feature allows an animation to be played behind it's target, for other types of fancy animation.
